Yes, that's because those businesses decided to virtue signal their high and mighty morals and abandoned the property. Those businesses pulled out of Russia.

That's like saying towing a car that was abandoned is bad and the gov't that had it towed were big meanies and should leave it indefinitely sit there in case the owner decides to come back.
