I mean.. of course they are.
First step is "working with them."
Second step is bribe them with money, pleasure, power.
Third step is personal blackmail (many times related to step 2)
Fourth step is threaten family.

There's no other reason that nearly EVERYONE in Congress couldn't care less about doing their job and representing their constituents.
