Now you're just being ridiculous. I'm pretty sure anyone in the 1% can petition the government - aka pay off politicians - to air their grievances while they're still alive. The thing is, most people in that tax bracket have enough money to pay accountants and tax attorneys to get around major tax expenditures. Look at how Trump's father transferred wealth to Donald that he never earned, and didn't have to pay inheritance tax on. The dead person in the OP either made a mistake, or just didn't GAF.
