That's up to them. Everyone has rules/laws they ignore because they don't agree with them and rules/laws they get worked up about because they follow/obey them and others don't. Flashing yellow lights is apparently the line you won't cross.

As long as you are in agreement that it’s illegal in Louisiana.
And it’s a dumb stance for someone to say, “well people don’t know the laws to begin with so let’s create more “rule of thumb” laws to make things easier and safer”
