You have to make that determination every time you drive in a downpour regardless if a car in front it you has flashers on or not

Why do you think a car in front of you that doesn’t have their flashers on isn’t capable of being completely stopped?

They are not properly using their signaling equipment which is the entire theme of the thread. If everyone would use the shite properly we wouldn't be having this discussion.
