I know this because the light doesn’t seem to be getting closer or getting larger as I approach. Not because it’s a continuous, non-blinking light

Just because a car’s lights aren’t flashing doesn’t mean it’s not completely stopped

This is true, but that would be a freak incident and if on the interstate, the driver completely stopped in the roadway without hazards would be at fault, if it even matters because everyone might be dead.
