This is wrong. Some states require their use for certain speeds or vehicles.

It's not wrong. Almost no states require hazards be used based upon traffic speeds. Some states permit usage while driving period. Most states explicitly state usage is permitted if there is a road hazard, an emergency situation, etc. Not a common condition as rain.
