Stupid rule and probably unconstitutional but it would be easy to get around compliance.
They raised the minimum wage and fast food places started automating (kiosk instead of order taker).
This will lead to a new industry. To enter a grocery store you must be a "verified customer", your ID scanned and you are allowed in. Then you bring your shopping cart into a checkout room that the door locks behind you and you get everything scanned and pay for it and the exit door opens. You either pay for the merchandise or you have to leave it and exit without anything.
Similar to entering some high end retailers. They buzz you in and out.
