Good gosh they are dumb out there.
1. Pretty much will not survive legal challenge. They cannot force a private business to lose money or stay open.
2. All this will do is prevent any new one businesses from coming in.
3. During the legal challenge period, just go to essential bare bones. Minimal groceries, hours and staff.
