Not only will it mess with private schools it will drive the property values down in good school districts, since you don’t have to live in that district to attend the school anymore.

Sorry, you're incorrect. Enlisted kids in DoDDS schools turned out just fine, over and over again (getting into Uni, getting decent SAT scores, etc.), because their parents (Pilipino mom, black dad, etc.) made sure they were doing work. IIRC, DoDDS schools were funded less than 50% of what a CONUS school made in the 80s/90s.
