Consider a partially inflated balloon. You put 3 dots on it, in a row, with 1" between them (so 2" from the first to the last). You inflate the balloon to double its circumference in 1 second. There are now 2" between the dots (so 4" from the first to the last). If you measure the speed that two adjacent dots moved away from each other, you get 1"/sec (from 1" to 2" in one second). But if you measure the speed that the two end dots moved away from each other, you get 2"/sec (from 2" to 4" in one second). The further apart 2 dots are, the faster they will move away from each other as the balloon is inflated. And no matter which dot you focus on, that one seems to be at the center of the expansion.

And so goes the universe. The further away something is, the faster it appears to be moving away from us. If it's far enough away, it will be moving away faster than light.

As for a source, have you really never heard this before?
