We have a monolithic structure in DC already, serving as a de facto king as they all move in lock step.

All she's doing is saying the 'king' that rules us right now, trying to destroy the nation, will be replaced with a 'king' that won't overtly try to destroy the nation.

She's not making the point she thinks she's making.
