If everyone was being on the up and up ( ), the issue here is the money the marathon is generating for the government, isn't necessarily being appropriated to the MTA.

So I imagine there are some fixes like the government can account for this through appropriations or the MTA can raise rates to account for the missing revenue but then that may cause further demand issues, etc.

In some respects the issue is possibly "real," but who knows what machinations are going on.
