They aren't going anywhere. The main point wasn't the extension of the tax, it was the businesses in the crossroads area that would be moved due to the stadium. There was quite an uproar from those businesses having to just uproot and move when there are other areas near downtown that could be used. They will move to one of the other areas and it will be passed.
