Why does the council believe the property is un-used?



This kind of stuff happens pretty much everywhere. The few city council meetings I've had to attend are mostly people betting the council for an extension or waiver to avoid a property being torn down.

quite right. If an old lady dies in NYC some vagrant can steal her house if her children can't manage to get them removed within 30 days. A daughter might also wind up dead in the attempt but hey it happens everywhere so NBD
