I'll contend that it was never given a chance to work at all. Powers and forces, foreign and domestic, (mostly foreign) started immediately counteracting and subverting the newly invented rule of law. Things were permeated and corrupted by nameless and/or faceless entities from elsewhere, interested even back then, at imploding or dismantling this place.
They say absolute power corrupts absolutely. The idea was for nobody to have absolute power but WE THE PEOPLE.
