Not necessarily.
Prior to 2022 (and we know from the story that this goes back way farther than that) if an employee was offered insurance through his or her employer—even if they couldn't afford the plans offered—they didn't qualify for the exchange policies with the premium subsidies.
Biden changed that in 2022 by signing ARPA into law.
This person could have been in that situation.
