I feel like a flappy slap-happy tarp whipping in the wind would hurt them more than the wind.

I suggest OP just keep it under 70mph (below hurricane force winds) and make sure they are strapped in well so they don't roll over or worse, fly out and cause damage/death to other travelers.

this ^^^^^^^

or every leave will be stripped off of them by the time you get there, and thats assuming you keep it under 40mph
