I don't disagree with your opinion, but the public doesn't have a legal right to vote when the legislature or congress raise/create new taxes. We are just accustomed to being able to vote on local taxes. These districts are a creation of the state legislature. Similar to local tourism district that are allowed to collect a hotel/motel tax that you never get to vote on.
