I will, but I also have very courteous co-workers who wouldn't disturb me over trivial matters that could wait. If they bother me, it will be something fairly important, but that can be handled with a 30 second text or email. Also, my Sergeant or Captain will return my work-related texts/emails if they're on vacation too, so there's reciprocity there. We're all courteous enough not to abuse it though.
I would also add that often the call/text/email is generally for MY benefit, not the department's. It'll be something like "They're working on the quarterly training schedule. You have the option of these 4 dates. Which one works best for you?" If I respond I can get the most advantageous date for my schedule. If I don't, they'll just plug me in wherever even though I might have a conflict. It's easier to just respond.
