This is the answer. Take away the financial incentives for baby mamas to spit out as many chillrun as they can. Many/most without a baby daddy, or a baby daddy spreading his criminal seeds into the next round of young adults.
More policing like Harry Lee would help too, but today’s leftist media would devote all their hot air to blasting his tactics. But they worked.
