I saw Nadler on CNN today while getting my car washed. He claimed that Trump "declassified docs leaving the White House, but didn't tell anyone."

Actually Trump could have done exactly that.
What was a previously understood rule was that when a former president removed documents when he left the white house they were presumed declassified.
Unless you are Trump.
