I would imagine anyone in Louisiana who can afford it, who doesn't live in the 4 or 5 parishes with a pretty decent public school education is sending their kids to private school.

Are I guess charter schools? I know there are 25 parishes with a total of 132 charter schools. I'd say maybe 15 of those are worth a frick, the other ones are taking away funding from the public schools. Charter schools get a lot more per child than the public schools. Public education is a shite show and its really a shame parents have to pay what they pay in order for their kids to get a decent education in a safe environment.
