Yeah, it couldn't be that two of the largest manufacturers of photolithographic semiconductor machines, AMSL and Canon, in the last few months, have both announced major advances in semiconductor technology, and the new machines they have developed to make these new semiconductors reduces power draw by up to 90%, and eliminate raw material needs by 50%, and can develop new semiconductors at 2 microns processing that are 20x faster than current technology, create far less heat, and can perform 10's of millions of more calculations. Current technology is in the 6-7 microns size, are slower, create a lot of heat and cannot perform nearly as many calculations as these newer designs.

There will be enormous upheaval in semiconductor manufacturing, as a result. So other experts, I'm sure, look at this as smart moves by those two companies to avoid building facilities that will be obsolete by the time they go live.

Why don't they build these new facilities to accommodate these new capabilities?

Announced technologies don't translate to immediate availability. For a presidential candidate, you sure don't seem to understand business dynamics.
