No and No.
To clarify, I do not consider Barbour coats to be overrated as they are fantastic wet weather /hunting coats and for what you get they are not overpriced.

I have a 20 plus year old Barbour Ventile. Best coat I have ever owned. Unfortunately they do not make them anymore. Ventile was utilized in RAF WW2 jackets for pilots to assist in protection from being downed in the English Channel. Barbour builds high quality garments that are worth their price in my humble opinion.
