I'd say it's grossly misleading rather than lying. There is a distinction between compulsory vaccination, where criminal penalties were imposed for refusing (e.g., Italy did this for citizens older than 50) and mandatory vaccination, which more narrowly limits one's access to certain benefits or privileges (e.g. schools are authorized to refuse admission to kids not vaccinated with MMR). The limitations imposed by mandates were significant which is obviously why not many are buying his argument.
