They charge fees for the permits.
Also, there are officers that do side gigs to provide the required training for the permit

That revenue went directly into the Sherriff's pockets in Alabama... It was one of the few revenue sources the Sherriff had sole discretion over AND it was, wait for it, a personal slush fund for most...
