If the city put together a good enough bid $$$, then absolutely. Wouldn't be surprised to see the NFL sell out to the Saudis for a blank check to let them host.
Would obviously rather it be in London or Paris, but I don't think those would happen without a successful NFL-Europe expansion.

Don’t see how that would work out since Saudi still doesn’t allow alcohol. NFL fans wouldn’t go for that.
