Ozzy already is in as a member of Black Sabbath (2006)- this is induction as an individual, which I agree with you is overdue.
I mean, outside of the original class (which was heavy on Golden Age solo artists, Elvis, Chuck Berry, Fats, Little Richard, etc.), and maybe the '87 and '88 classes (Bo Diddley, Bill Haley, Roy Orbison, Carl Perkins, Muddy Waters, Bob Dylan), Ozzy has a resume that dwarfs most individual inductees since and certainly, outside of individual Beatles I don't think any have the icon status and as a solo representative for all of the heavier genres of rock music, Ozzy is #1.
ETA: TL;DR - the "Rock" HOF remains a big ole joke.
