Definitely fact.
My wife is bipolar and a couple of years ago she started researching the moon's effect on people. She went back through her journals and every single manic episode she's had since the BP manifested back in 1994 was during a full moon.
She hasn't had an episode in 11 years due to figuring out what she needs from an exercise/sleep/meds combination, but each full moon we both get a little more serious about making sure she's following her routine.
