Haven't read through the thread, but...
Bribery is offering gifts, money, etc, to a person in power to influence their decisions or actions. The recruits aren't in a position of power, and you're simply offering them a,"salary" much like you would to a prospective employee.
You made the point several times that the recruit is not an employee (for whatever reason), but a person going on an interview is not an employee, either. Both are being offered money as an influence to join your organization,. That's not bribery.
