If you mean that you're surprised it isn't more common for college aged athletes betting, then you'd be way off base (a vast majority of college athletes participate in sports betting).
But if you mean you're surprised because more people don't get caught, I'd agree that it's surprising.

Actually college athletes (at least I know for D1) aren’t allowed to make any sports wagers at all on any sports at all whether they are 21 or not.
