I’d say a jerk rig would work better for putting ripples on the water. And you can just not pull it if it’s flaring birds.
Jerk rig is infinitely more effective than anything I have ever hunted over. I used to hunt NWRs a lot and when they supplied decoys I would hide them in the blind or otherwise get them out of sight and use a 3 decoy jerk rig and even stale birds would swing around to see what the hell was going on. Have done the same thing with field goose decoys....3 Canadas in a row simply rotating 30 degrees side to side and birds would come like they were on a leash. Some of the best crane decoy shooting I ever experienced was with an old man in Pampas Texas who had 3 stuffer cranes with a piece of rebar for a stake. The wind blows all the time in that area and those 3 decoys would wobble and flop and do all manner of shite cranes do not do and it made no difference the big bastards would lock up a mile away and glide right into them over and over again. Doesn't always work but when they know more about decoys than Flambeau or any other decoy manufacturer it can.
