There basically was no roughing the passer unless it was deemed outside the bounds of the game.
Back then the focus was on the game. QBs were just another player on the field. They had to deal with getting hit just like everyone else, so they had to be tough.
Today the focus is on protecting marketable players. Yesterday on sports radio I heard someone unironically describe the NFL as a reality TV show about quarterbacks. That's exactly what it is. They don't care about protecting QBs because they feel like they are inordinately at risk compared to other positions. They want to protect them because popular QBs are what drive jersey sales. They have no concern at all about how that impacts the integrity of the game.
Both college football and the NFL are being transformed because of one major shift: in the past people who moved into management positions for the sport were pretty much all ex-coaches. They loved the game itself. Nowadays those spots are filled by businesspeople. They only care about making money.

Bumping because everyone should read this reasonable and articulate post.
