Suppose the police announced that they hate Powerman and we are going to get him one way or another. This announcement is notorious. They then catch you going 75 mph in a 70 mph zone. This is while others are traveling 90 mph or more and ignored. So Powerman's attorney points out that this is selective and vindictive prosecution.
