There isn't one. And nothing they try is likely to work because someone will take it to court and we have seen the court will rule in favor of the players. Everybody is quick to blame the NCAA (and they certainly share blame), but having courts get involved in college athletics is the biggest downfall.

NIL is a good thing, when used as it was intended. A player being on the cover of NCAA should be able to be paid. Livy Dunn having millions of followers, should be allowed to be paid. A player being on a billboard for a company, should be able to be paid. That's what NIL is supposed to be. The NCAA bucked doing this for too long, and once the courts made it legal the NCAA has no way to regulate it. A lot of what we are seeing is boosters handing out checks, which is closer to pay for play than NIL. There is no way to put the genie back in the bottle.

As far as transfer portal. The courts struck that down too. So it's just open season, with no solution in sight.
