They weren’t rebuilding under Stafford so its not 3 decades. When they traded Stafford is when they actively tried to rebuild the team.

Bro...30 years between division titles. Who gives a frick about if you are rebuilding, or not, if you aren't winning.
Texans started in 99. Have done nothing. Again, no one cares about your rebuild if you don't win.
They are not the standard.
