I have no idea what it was before but if that 17% were reading at a kindergarten level, it is a step forward.
But I would postulate that is difficult to tie just to a current administration. The real proof of 9th-grade reading levels will be in 8 or 9 more years. A better benchmark would be how many 2nd graders are now reading at a second-grade level. If that has markedly increased after the current superintendent installed new programs, that would mean something worth noting.
