It's actually a list of related issues that need to be addressed. I think there needs to be an increase in legally required handicap parking spots. (For starters a minimum of 2 should be required vs the 1 now.) The second comes from better screening by doctors. It should not be easier to get a permit than a prescription for pain pills. Third, enforcement. Those "$200 fine" signs are the equivalent of a "camera in use" sign inside a NYC Walgreens.

As others have said, what you see in 10 seconds of time is just a 10 second view into the person's life. 3 back surgeries (and north of 10 total surgeries) over the years makes those extra steps much easier as the day goes on. I'm relatively young and about 5 years ago I started getting fed up with the stares. Stare at me and you'll get the finger.
