Actually, you have the organizers of the Orange Bowl to thank for that because it was the bowls themselves who still determined the match-ups, not computers or voters or a Committee. And this is why they did it:

Nope, if they weren’t ranked #1 in the AP poll, which created a significant gap in points between them and West Virginia, then WVU would have come out second in the coalition rankings and played Nebraska in the Orange Bowl. The Big 8 champ was tied to the Orange Bowl but the ACC and Big East weren’t tied to any of the large bowls which would create the 1 v 2 matchup when possible. That’s how you faced Miami in the Sugar Bowl the year before.
