It's still a second-tier bowl, so I guess it's a lateral move. It's a noon kickoff.

I would say it's an upgrade because of a potential match up with Notre Dame, also the teams are ranked higher than last year's Citrus Bowl match up.
But I believe the team Bowl payout is a little better with the Citrus.

Cheez-It is a higher echelon bowl. Today I saw the Cheez-It Citrus matchup projection Ole Miss v Iowa.
