I think they overestimated the benefit their systems would have on the local populations. The spread of the english education system was a huge success. But they erroneously believed that logic and reason would win out over countless generations of hatred and warring between the indigenous populations they sought to control. And they kept trying to make it work.
They would pick a local warlord and support their regime. Then the other groups would just develop a deeper hatred for the warlord and a new hatred for their british master.
