Epps looks for all the world to be an FBI plant, but what never made sense to me is why didn’t they go ahead and “arrest” him? Make a big show off perp-walking him to the courthouse, and let him walk out the back door? Or “convict” him, and say he was put in the witness protection program? Not pursuing his case just invited more questions.
Nobody (of any political stripe) can look at Epps’s involvement, and honestly say there’s nothing fishy going on there.

Introducing Epps into the official system would lead to discovery concerns. He was likely handled by a group outside of any official alphabet agency to provide plausible deniability (“I never worked for the FBI or the CIA”, etc) and make discovery of documents almost impossible via FOIA requests.
