You do understand the differences between modern day Japan and Russia? In addition, the US effectively neutered Japan from a military standpoint. Furthermore, having a couple of atomic bombs dropped on you probably decreases your appetite for war.
No one my age (57) worries about Japan. Neither did my father or grandfather at any given time.
Russia on the other hand still represents a threat. BTW, I'm totally against sending money or aid to Ukraine. Let NATO handle it.

Russia has a GDP the size of the state of Pennsylvania.

Okay? Anecdotal.
There were many books and predictions made about Japan rearming in the 1980s to become a superpower to rival the US
