No need to speculate, there already proof, it's called I-12 westbound into Baton Rouge. When they added the third lane 20 years late, 2 lanes of traffic were backing up past Walker in the AM. Once it was completed 3 lanes of traffic back up past Walker in the AM.

People don't have the foresight to stay the frick out of the right lane when approaching an overpass because just maybe there's merging traffic on the other side that could be going a solid 45mph when entering onto the interstate.
