It’s not uncommon. Houston is a little surprising because there isn’t a large military installation there.
Around my son’s post they are advised not to wear uniforms to and from work. He is usually right on the edge of grooming standards to blend in a little better. When he’s deployed (like now) he doesn’t shave or cut his hair, by the time he returns he can look a little feral.
