Not sure how elaborate the homecoming dance is, but would he be able to actually work the dance? Help maintaining any food/drinks, helping clean up, stuff like that under supervision of staff or something?
He absolutely should not be allowed to go to the dance in any social sense. Reimburse the girl for all of her dress and accessories.
