Those are pretty broad "emergency powers." A strict reading of that means the mayor's office can seize your home if they deem it necessary for an emergency, whatever that even means.
Who gets to determine what an "emergency" is?
Many people interpret this as applying to hurricanes, but the implications are so much more broad.
Hopefully someone sues to bring this back in. I'd like to see the Supreme Court weigh in; they live in NOLA, too...
