I'm in a small town in Central Texas and recommend it. Access to Austin, Waco, DFW in all sub 2 hours, Houston proper in 3. I can be back to my home town of Bunkie in 6 hours flat.
Decent cost of living. Good schools. Austin airport in less than an hour. Internet is not an issue. Outdoors are abundant. Don't know about kids swimming but I'm sure you can find it.

I agree that central texas is a great area. I live in San Antonio. It’s great here too. The entire area west of Austin and north of San Antonio (really all the way up to southwest of Fort Worth) is just a great place to live, and quiet too. Getting more populated by the day though
