He's running until he isn't.

But, if he's going to be replaced by Newsom it will be very late in the game. Newsom is already a very recognized national communis- err, "political" figure, and bringing him in very late would take away a lot of opportunities for the opposition to negatively expose him on a national level. Plus, the suburban Range Rover Karens will line up in droves to vote for Newsom no matter how much negative press they see on him.

It's all planned.

I truly believed that they've have already removed Biden to replace him with Harris, but I don't think anyone could fathom exactly how horrible Harris turned out. She did enough just by being "black" to get a VP offer from Biden, but I don't even think Harris herself understood how completely condescending, insufferable and just unintelligent she is.
